BCEA Threshold Update – Key Considerations for Employers in 2025

The Basic Conditions of Employment Act (BCEA) earnings threshold has been increased by 2.9% for 2025, aligning with the economic environment which the country faces.

With effect from 1 April 2025, the threshold will increase from R254 371,67 to R261 748,45 annually, translating to a monthly increase from R21 197,63 to R21 812,37.

This increase is significantly lower than the forecasted average salary increase of 5.5% in 2025 in South Africa.  Additionally, the National Minimum Wage has risen by 4.4% with effect from 1 March 2025.

This adjustment of the threshold has key implications for employers, particularly those with employees earning close to the 2024 threshold.  Many of these employees, after receiving their annual salary increases, will now earn above the new 2025 BCEA threshold.  As a result, they will no longer be automatically entitled to statutory benefits such as overtime pay, Sunday work pay, and Public Holiday pay.

For employers, this presents an opportunity to manage labour costs more effectively while still ensuring fair compensation structures.  Employees earning above the threshold may negotiate overtime pay and additional pay, but employers are not legally required to provide these benefits.  This shift allows for more flexibility in structuring compensation agreements based on business needs and budget constraints.

It is essential for employers to review their payroll structures, communicate these changes clearly with employees, and ensure compliance with labour laws while maintaining positive employee relations.  Strategic workforce planning will be crucial in leveraging this threshold change effectively.
